This SSGT is listed for his intimidation both with his vehicle and deminor. From the moment he arived to talk with the citizen he did not come across as approchable - more like a bully, but expected the citizen to just respect the uniform.
He is listed on twitter as being a Homicide Detective. Perhaps he works better with the dead than the living.
Charge #1 - Failure to ID
Although the officer was wearing a uniform and driving a patrol vehicle, he did not identify himself as a person, so he has no idea who he spoke with. Not all people can read and this sergant should know this and audibly identify himself if he wants the public to trust him, and not be "dificult".
